Memo: Education Provisions of HEROES Act
The most recent COVID-19 supplemental relief bill, the Health and Economic Recovery Omnibus Emergency Solutions Act (the HEROES Act), was passed by the U.S. House of Representatives on Friday, May 15. The partisan bill, which has been roundly dismissed by Senate Republicans and the White House, was released earlier last week after weeks of negotiations among House Democrats. The $3 trillion package exceeded the totals of prior relief bills, including the CARES Act, which is holding the record for the largest enacted federal spending package in American history at $2 trillion. As the House struggles to implement social distancing and accommodate its own rules, Members were given 72 hours’ notice to hurry back to Washington, DC, to vote on the bill and to also consider a resolution to allow for remote voting to accommodate more work from afar in coming months.
