Senior Policy Advisor
Gary Schleuger, a Senior Policy Advisor of Bose Public Affairs Group, has more than 25 years of experience in government affairs, federal and state lobbying and political consulting focused on higher education, student financial assistance and lending, banking/financial services, veterans affairs, tax, energy, appropriations, defense, campaign finance and political action committees. He is a recognized leader working with congressional fundraising/campaigns, federal political action committees (PAC), leadership PACs, party/congressional campaign committees and consulting in presidential/statewide elections. Schleuger also has provided additional legal and international litigation support consulting for multiple Fortune 500 corporations and AmLaw 100 law firms and has engaged in substantial philanthropic fundraising.
In 2013, Schleuger was nominated by Arizona Governor Jan Brewer as a commissioner with the Arizona Commission for Postsecondary Education and he was unanimously confirmed by the Arizona State Senate. As a commissioner, he served as trustee for the nearly $1 billion Arizona (529) College Savings Program and worked on statewide initiatives to expand access and increase successes in postsecondary education for Arizonans by (1) increasing available student financial assistance; (2) identifying and implementing strategies to help students and families plan, enter and succeed in postsecondary education; and (3) providing a forum for all sectors of postsecondary education to work together on addressing and solving issues of mutual interest.
Schleuger also previously worked in-house for two publicly traded companies in the higher education sector, having served as assistant general counsel and vice president of Government Affairs and Business Development for Universal Technical Institute Inc. (NYSE:UTI) and as managing director of government and industry relations for Nelnet Inc. (NYSE:NNI). In these roles, Schleuger led corporate-wide legislative, regulatory and industry relations initiatives for each organization and also established and managed their satellite Washington DC offices. He has been involved in Higher Education Act reauthorizations in 1992, 1998, 2008 and currently, and has been involved in negotiated rulemaking processes with the U.S. Department of Education since 1999. Gary also founded, managed and served as treasurer and board member of each corporation’s PACs, and was actively involved in congressional fundraising for members of Congress, leadership PACs and national party committees in all election cycles since 2002. Gary has served on the Board of Directors of the National Council of Higher Education Loan Programs (NCHELP), and was a member of the Student Loan Servicing Alliance (SLSA), the Consumer Bankers Association Education Funding Committee (CBA), and the Education Finance Council (EFC).
Schleuger received his juris doctorate degree from the University of Denver where he received the Sturm College of Law Scholastic Excellence Award. He is a member of the Virginia Bar and the District of Columbia Bar, and is admitted to practice law in the Commonwealth of Virginia, the District of Columbia and the US Fourth Circuit Court of Appeals. Schleuger received a BSBA in finance from the University of Denver, where he also was on the Dean’s List and a Hornbeck Scholar.
