John Whitaker

Senior Policy Advisor


John R. Whitaker is a senior policy advisor for Bose Public Affairs Group. As a veteran executive who has amassed extensive experience in the energy industry, Whitaker works with clients on a variety of issues related to energy, utilities and economic development.

Whitaker also is of counsel with the Utilities Group of Bose McKinney & Evans LLP.

Prior to joining Bose Public Affairs Group, Whitaker served as the senior vice president, chief legal and compliance officer for Citizens Energy Group. His strategic management leadership was instrumental in handling the most challenging issues facing the utility industry, including the acquisition of Indianapolis’ water and wastewater assets by Citizens, one of the largest water system acquisitions in U.S. history.

Whitaker started with the utility in 1989 as director of governmental affairs. He had previously served as special counsel for Indiana Governor Robert Orr.


Whitaker earned his law degree from Indiana University and holds bachelor’s and master’s degrees in biology from Ball State University.

Honors / Awards

In 1985, Governor Orr named Whitaker a Sagamore of the Wabash, the highest state governmental honor bestowed upon a civilian for service to the State of Indiana.

Appointments / Memberships

Whitaker is a member of the board of directors at Indiana Legal Foundation and serves on the Ethics Committee of the IU Health Medical Staff. Previously, Whitaker served on the boards of several community organizations, such as Indiana Energy Association, American Red Cross, Ruth Lilly, Keep Indianapolis Beautiful, the Boys & Girls Club of Indianapolis and the Indiana Organ Procurement Organization (IOPO).

In addition, Whitaker is an adjunct professor at Indiana University Purdue University Indianapolis where he teaches undergraduate and graduate students in the School of Public and Environmental Affairs (SPEA) in courses on law and public affairs and energy policy.
